Daily Real Estate Briefing: Legal Issues, Housing Prices and Notable Projects

The real estate market continues to see notable developments in legal issues, policy and housing accessibility. HoREA warned that legal gaps in land parcel separation are being exploited by individuals posing as private sellers to illegally subdivide and sell plots, shifting the risk of fraud onto buyers. In the social housing segment, the Ho Chi Minh City Real Estate Association proposed restoring residency requirements to reduce overcrowding and limit competition for units. Several associations and businesses also proposed allowing developers to collect a 5% deposit as soon as a project begins construction, instead of waiting until the foundation is completed and other current sales conditions are met. Meanwhile, the Government proposed abolishing the 0.2% tax rate on encroached land, while experts said the criteria for identifying abandoned land must be clarified to avoid placing additional burdens on projects facing objective obstacles.

In terms of prices and demand, apartments in the former Binh Duong area now average up to 60 million VND per square meter, making units priced below 45 million VND per square meter increasingly difficult to find. In Ho Chi Minh City, many buyers are willing to leave central areas in search of larger living spaces and more suitable prices in suburban areas and new urban developments. Experts also recommend that buyers carefully consider psychological factors, living experience and liquidity when choosing an apartment overlooking a cemetery, even if it is more than 500 million VND cheaper. Connectivity, schools, amenities and green spaces are increasingly planned as part of residential developments, helping shape apartment values. Diamond Sky targets different family sizes with 296 apartments and layouts ranging from one to three bedrooms. Meanwhile, Vlasta Premier, Phu Thuan is offering payment options including a rental commitment of up to 600 million VND and bank loan support of 65%.

The trend of improving customer experience is also reflected in the way some businesses are turning property sales points into exhibition spaces, while TT Genesis’s approximately 2,500 square meter Wow Center incorporates a curved LED screen, 3D mapping and an interactive scale model. At the regional development level, Hung Yen is planning more than 1,708 hectares to recreate the former Pho Hien trading port, while Meygroup is developing the more than 199 hectare Meyinpark Hung Yen industrial park with an expected investment of 2,842 billion VND. Sun Group plans to invest 16 trillion VND in the U Bo Mountain and Thac Chuoi Lake eco-tourism complex in Quang Tri, covering more than 167 hectares and including five cable car routes. Other notable issues include proposed compensation options for apartment owners when old apartment buildings constructed in or before 1994 are demolished, clarification that the minimum 50-year apartment usage period does not automatically terminate ownership rights, and design solutions that bring natural light from the roof down through townhouse floors. A Vietnamese-born designer in the United States also attracted attention by combining French and Italian interiors with silk, embroidery and Asian-influenced decorative objects.

Residential Land Prices in Hanoi Rise Over 30%

 Over the past year, residential land prices in several suburban districts such as Long Bien and Gia Lam have increased by more than 30% year-on-year, according to a report from OneHousing. OneHousing, a market research unit backed by Techcombank and Masterise, noted that both land prices and transaction volumes in Hanoi saw significant growth last year. In 2024, the total number of transactions reached approximately 42,000. Liquidity in this segment peaked in the second quarter before gradually declining toward the end of the year.
