Real Estate Briefing: Tighter Transaction Rules, Weaker Demand and New Projects

A notable development in the real estate market is the tightening of regulations on transactions and residential use. Under Decree 339, trading floors, brokers and consultancy units that fail to report suspicious or high-value transactions may be fined from VND 40 million to VND 80 million. Using apartments for purposes other than residential use may also result in fines ranging from VND 100 million to VND 130 million. Meanwhile, market demand remains weak, with transaction volumes in several segments falling by 60% to 70% in July as buyers remained cautious about housing prices and borrowing costs. Many real estate companies have had to scale down operations, cut expenses and seek partners to maintain cash flow amid weaker liquidity, higher interest rates and tighter credit controls.

In project news, Bcons introduced Bcons Central Park in Tam Hiep Ward, Dong Nai City, covering approximately 2.7 hectares and comprising 2,820 apartments. More than 800 social housing units at the Hoang Nam Uyen Hung 2 project in Tan Uyen Ward, Ho Chi Minh City, are expected to begin accepting applications in the fourth quarter, with a provisional price from VND 19.8 million per square meter. In Thanh Hoa, the 1/500 detailed plan for a service urban area and golf course in Sao Vang and Lam Son communes has been approved. A consortium of Tuan Mai, Sun Grand and Ravahomes has been selected as the investor for the Bac Giang mixed-use urban area and international market, with total investment of nearly VND 33 trillion. Izumi City has introduced a payment plan allowing buyers to pay 60% to receive their homes, while the next 35% is bank-guaranteed and paid according to progress over 24 months. OBC Holdings also announced a new brand identity and plans to develop more than 16,600 products over the next 10 years.

Regarding development trends and living spaces, projects are increasingly incorporating greenery, water surfaces, varied floor levels and schools into urban structures, as seen in Ecopark’s education model amid a green lifestyle. Several residential designs emphasize open spaces, multifunctional furniture, vertical space and fewer fixed partitions. In the luxury segment, Casa Luna in Phu My Hung is limited to 49 units, with areas of up to 500 square meters, while a modern apartment inside a 19th-century mansion has been adapted for a family with three young children. Shopping malls are also shifting their focus from shopping alone toward food, entertainment and experiences. In business results, Can Gio Tourism Urban Joint Stock Company reported consolidated profit after tax of more than VND 30 trillion in the first six months of the year, while Phu My Hung earned more than VND 1.355 trillion, up nearly 40% year on year. In the United States, mortgage rates have risen continuously over the past six months, putting pressure on homebuyers and homeowners seeking to refinance.
